Victoria ISD is proud to announce the 2024–2025 VISD Teachers of the Year, celebrating two outstanding educators who exemplify excellence in teaching, a passion for student growth, and innovative classroom leadership.
Shelly Mordica, a fourth-grade Reading Language Arts teacher at O’Connor Elementary School, has been named VISD Elementary Teacher of the Year. In her classroom, learning is anything but ordinary—it’s relevant, engaging, and rooted in real-life experiences. From clue-filled inferencing mysteries to rich literature discussions and nationwide postcard exchanges, Mordica’s creative lessons stay with students long after the school day ends. Her “FROGtastic” teaching philosophy leaps off the page and into the hearts of her students, igniting confidence, joy, and curiosity in every child she teaches. She brings the world to her students and her students to the world, making learning meaningful and memorable every day.
Rachel Lowrey, Health Science teacher at the VISD Career and Technology Institute, has been named VISD Secondary Teacher of the Year. With a background in healthcare and corporate training, Lowrey blends real-world experience with academic rigor, designing scenario-based lessons that challenge students to think critically and care deeply. From hosting mock clinics to coordinating hospital tours and connecting students with healthcare professionals, Lowrey is creating powerful learning pathways that prepare students to serve and lead in the medical field. Her students leave her classroom not only with certifications but also with the confidence and compassion needed to thrive in a healthcare career. She is not only teaching health science—she is building the future of healthcare in Victoria.
