Huge Gains and Zero F’s Across the District
Victoria ISD is celebrating big wins in the Texas Education Agency’s (TEA) 2025 A–F Accountability Ratings, with huge gains across multiple campuses and zero F-rated schools this year.
This year’s results show improvement districtwide:
3 campuses earned an “A” rating – Mission Valley and Vickers Elementary Schools, and Early Childhood Center at FW Gross.
8 campuses earned a “B” rating – Schorlemmer and DeLeon Elementary Schools both scored 89 points, just one point shy of an “A.”
8 campuses earned a “C” rating.
3 campuses earned a “D” rating.
Two campuses, Rowland Elementary and Smith STEM Academy, achieved remarkable progress, improving three letter grades from an “F” to a “B” in just one year.
VISD campuses also earned 25 Distinction Designations. In TEA’s terms, a “distinction” means a school performed in the top 25% when compared with similar schools across Texas in specific areas, such as academic growth, student achievement, or closing learning gaps.
Academic Achievement in RLA - Torres Elementary and Victoria West High School
Academic Achievement in Math - Mission Valley and Vickers Elementary Schools
Academic Achievement in Science - Shields and Vickers Elementary Schools

“This year’s accountability results show that our students and staff are rising to the challenge by focusing on academics and achievement,” said Sheila Collazo, Superintendent of Victoria ISD. “We are seeing measurable success in every corner of the district and are proud to celebrate these big wins together as a community. The power of teachers and school leaders is evident in VISD’s results”
Understanding the Ratings: How TEA Calculates Accountability Ratings
The Texas Education Agency gives each campus and district an overall letter grade (A–F) based on three domains:
Student Achievement – How well students do on the State of Texas Assessments of Academic Readiness (STAAR) tests, as well as graduation rates and how prepared high school graduates are for college, career, or the military.
School Progress – How much students improve year-to-year on the STAAR tests and how well they perform compared to similar schools across the state.
Closing the Gaps – How well the school is doing at improving outcomes for specific student groups, such as by race/ethnicity, income level, special education status, and English learner status.
VISD’s 2025 District Accountability Rating
Victoria ISD earned an overall “C” rating for 2025, up from the “D” rating for the 2023-24 school year. The 2025 results show student growth gains at all campuses, most campuses moving up in letter grade, and no campuses rated “F,” as compared to nine the prior year.
“We will see the district's overall rating increase as the performance of campuses continues this upward trajectory,” said Collazo. “Strategic pivots occurred during the spring semester to yield results. VISD will celebrate these wins and capitalize on the forward momentum that has been established. High-yield instructional systems and processes are now aligned across campuses.”
