Efficiency & Resource Management

The Efficiency and Resource Management Task Force has three sub-committees:

  1. Digital Ecosystem: Purpose of this committee is to develop a Technology Plan, analyze and recommend appropriate instructional support for technology and infrastructures.
  2. Boundary Analysis and Re-Zoning: Purpose of the committee is to develop and enact regulations, review current attendance zones and recommend boundary adjustments.
  3. Bond Planning: Purpose of this committee is to utilize a 10-year facilities study and needs assessment data to analyze and recommend short, mid and long-term bond and facility efforts.

Monthly Meeting Overviews
This Task Force is comprised of three sub-committees: Boundary Analysis and Re-zoning, Bond Planning,
and Digital Ecosystem. The Boundary Analysis and Re-zoning and the Bond Planning groups held their
first meeting as a joint meeting on the afternoon of September 23. The meeting was well attended,
with 36 Task Force members present. Members of these sub-committees also participated in a facilities
tour of Schorlemmer and Smith Elementary, Cade and Stroman Middle School, and Memorial Stadium
on October 11 and October 14.
Boundary Analysis and Re-zoning: Things are about to really start moving swiftly with the work of this
Task Force. We had a productive meeting on November 5th that was attended by 24 Task Force
members. This meeting started with an update on the progress of our work with Templeton
Demographics. We spent the majority of the meeting time in small group and large group conversation
with Task Force members sharing perspectives on the issues they believed should be considered when
analyzing attendance boundaries and potentially changing boundaries. We finished the meeting by
conducting an exercise focused on defining consensus as a Task Force. The next meeting for this Task
Force is scheduled on December 4th from 3 – 5 p.m.

Efficiency and Resource Management Task Force: The Bond Planning Task Force held a meeting on
October 29th. There were 29 Task Force members in attendance for this meeting. The meeting started
with the sharing of reflections from the recent facility tours many Task Force members attended.
Participants were asked to share their key take-aways, what they were either surprised by or learned
from the tours and to identify their perceptions of the greatest facility challenges they saw. The group
then went through an exercise to determine their thoughts on the “Most Important Features of a
Quality School”, with a focus on this concept specific to school facilities. The Task Force also participated
in a presentation/dialogue with Huckabee architect, Mike Vermeeren, who shared with the group trends
in school facilities being designed today.
Bond Planning Task Force: The Bond Planning Task Force met on December 11th. This meeting included
an overview of the school funding process in Texas, the District’s tax rate history and the District’s past
bond history. Task Force members were also provided with step-by-step description of a typical bond
planning process. In addition, an update was given on the field progress of the current facilities
assessments being conducted by Huckabee Architects.
 
Boundary Analysis and Re-zoning: The Boundary Analysis and Re-zoning Task
Force met on December 4th to review initial findings from the demographic study conducted by
Templeton Demographics and to begin working through various boundary scenarios. The Task Force will
also be meeting on December 18th to continue to scenario plan potential re-zoning options. The
demographic study will also be presented at upcoming community forums scheduled to be held at the
VISD Fine Arts Center from 6 – 8 p.m. on February 11th and February 12th and for the Board of Trustees
work session, planned for February 20th
